How do I make the following puzzle on-topic?

In my opinion, there isn't a sensible way to make this on-topic by means of wording, title, etc. as it currently stands. It's just a game.

It's also an undue burden on the author to force something with such a very specific raison d'être into some arbitrary format — StackExchange general on-topic rules are arbitrary, relative to other forums and social networks.

The only way is that the community declares puzzles like this on-topic, so that authors and solvers can simply participate without being concerned with how to make it fit the format.

Ordinarily at Puzzling.SE, hints are not given until after giving people some time (maybe a week). If someone can figure it out without a hint, then hints are not necessary.

Beyond this, it'll need a title that's more meaningful than just "idiom crossword", which should indicate the commonality between the answers.

I also recommend adding some idea of the level of this puzzle: how hard is it? It looks hard to me.

  • To a native speaker, it should be around 2 -3 on a scale of 1- 5. For non-native, I am afraid it is 4-5 – Tang Ho Aug 10 '20 at 10:50

  • I think we're looking at this from two different starting points: I think of it as inherently on-topic (along the lines of an effortful translation question), and would expect a consensus before declaring it off-topic. – Becky 李蓓 Aug 11 '20 at 14:08
